Large crowd attends Spring Valley City Council meeting to hear decision on Off-Sale Liquor License Ordinance

It was standing room only at the Spring Valley City Council meeting on Monday night. Over a dozen people were there to hear the City Council make a decision on revising the Off-Sale Liquor License Ordinance to permit more than one Off Sale in the City. The proposed change was first brought to the Council when Ray Jacobson, who owns Johnny Ringo’s, wanted the change to to open an off sale store to give people another option for purchasing their adult beverages. Monday night Don Lanning again addressed the Council and presented his argument that the city had always had a one Off Sale limit and there should be no reason to change that by allowing a change in the ordinance. He also said that the city population could not support another off sale store.

Members of the Council listened intently as the people in the audience came up with their opinions as to what should happen. One person suggested that the issue be put on the ballot to allow another store. The Mayor said, “If you (the council) start going out of the recommended limits of liquor stores set by the state you might just as well plan on approving four or five.”

Jeff Vehrenkamp broke the silence by making a motion that would permit more than one off sale liquor store in Spring Valley. It seemed like several minutes before anyone made a second but finally Todd Jones made the second. Discussion followed and again the Mayor issued the warning that more application will be coming forward.

The vote was called with Vehrenkamp and Jones voting “Yes” and Archer, Bires, and Mayor Struzyk voting “No.” The matter failed.

The City Council has approved a resolution providing for the competitive negotiated sale of $1,740,000 of General Obligation Improvement Bonds. The bond sale is necessary to finance the 2012 South Broadway Improvement Project. The key elements of this financing would be a 10-year term. Callable anytime after 2/1/2020, sale of bonds utilizing a competitive sales process, a 1.25 discount allows, Standard and Poor’s rating which is currently Stable at A+ and full continuing disclosure. According to Mike Bubany of David Drown Associates, the sale of the bonds will be June 11, 2012, and closing on July 2, 2012.

Sheriff Daryl Jensen appeared before the Council and advised them that one member of his staff will be taking a medical leave for approximately 10-12 weeks and Jensen will be moving Deputy Kevin Beck to Pr .....
