Spring Valley SCDP preliminary proposal approved

The Spring Valley City Council met on Monday night and took up several issues. Michelle Vrieze appeared before the council and discussed the Small Cities Block grant. She said that the city should know in June if the proposal of $539,750 is approved. According to Vrieze 15 pieces of commercial property will be eligible along with 14 rental properties.

A resolution was approved by the Council authorizing a small cities development program full application. The Minnesota Department of Employment and Economic Development has approved the City of Spring Valley’s Small Cities Development Program preliminary proposal. The intended use of the SCDP funding will be to provide rental housing rehabilitation for low to moderate income households and to provide commercial rehabilitation in the City of Spring Valley. The Resolution further states that the city will be the legal sponsor for the project contained in the application and that CEDA is hereby authorized to apply to the Department of Employment and Economic Development for funding of this project on behalf of the City of Spring Valley. In section 2 it states that the City has the legal authority to apply for financial assistance, and the institutional, managerial and financial capability to ensure adequate construction, operation, maintenance and replacement of the proposed project for its design life.

The Council also passed a Slum and Blight Resolution which determines areas characterized as meeting “Slum and Blight” definition for the Spring Valley 2013 SCDP Grant Application. The Council has assessed the area and determined that the total number of buildings in the target area is 44 commercial buildings. Twenty-five buildings, or 57 percent of the buildings, are structurally substandard to a degree requiring substantial rehabilitation or clearance in accordance with Minnesota TIF Statute 469.174. The City Council is undertaking a program of community revitalization and redevelopment and applying to the Minnesota Department of Employment and Economic Development for funds to partially assist in such redevelopment.

The Almanzo 100 race is going to be held on May 18th and is requesting the Council close some streets to accommodate the runners. Highway 63 will be closed for the start between 7 and 9:30 a.m. Broadway will be closed from Main to Park with the last runners coming in at 10 p.m.
