Fountain comes to agreement with AT&T

The Fountain City Council met Thursday, October 2, 2014 at the Fountain City Hall. All council members were present. City attorney Scott Springer was also in attendance.

After months of negotiating, the city of Fountain has reached an agreement with AT&T to have a microwave dish mounted to the water tower. There will be plates welded to the water tower and the dish will be bolted to the plates. The Notice to Proceed order will be sent and the issue is resolved.

Brian Malm, with Bolton & Menk, Inc. of Burnsville, Minn. approached the council, stating that his business had been contacted by Dave Gartner of PeopleService about the problems with the waste water treatment plant. Malm stated his company is available and would be happy to help the city with their problems at the WWTP. Bolton & Menk works with PeopleService to perform work on waste water treatment plants for many others cities and offered their assistance in solving the problems the city is having with its plant.

Malm stated that his company would do a field inspection and study all data relating to the plant. The city would then receive “a report that would identify a path forward” from Bolton & Menk, Inc. The cost would depend on the work involved, but would be approximately $3,000-$5,000. Council member Jim Schott stated, “we’re spending money this town can’t afford to keep spending”, noting that a solution needs to be found. Malm stated, “there is a fix to your problem, but it’s probably going to include construction”. Malm also informed the council that the PCA has grant money available to fund projects, which the city may want to investigate. The council will discuss hiring Bolton & Menk, Inc. and make a decision at a later date.

Consent agenda items carried included minutes from the Sept. 4, 2014 regular meeting, the treasurer’s report, and the monthly city/fire department bills.

In city maintenance, John Hanson requested that the major inspection of the generator at the WWTP be performed by an outside company. Hanson stated he has the knowledge and tools to do the mechanical side of the inspection, but not the electrical aspect of the process. The council approved having Generator System Services, Inc. of Mapleton, Minn. perform the major inspection of the generator.

Hanson will be receiving education October 28-30 to obtain his class D water license. The plow truck needs a replace .....
