County ready to deal with Waste Management

Fillmore County is prepared to enter into an agreement with Waste Management to privatize some of the functions at the Resource Recovery Center. The announcement was made by Commissioner Duane Bakke, who chairs the Solid Waste Committee, at the April 3 Fillmore County Board meeting.

"The Solid Waste Committee will be ready to make a recommendation at our next county board meeting that Fillmore County enter into an agreement with Waste Management," Bakke said.

The agreement comes out of a request-for-proposals process that was set up by the county in June 2000. Waste Management was the only company to submit a proposal.

Under the agreement, the county is expected to retain management of the facility with Waste Management providing transfer and landfill services. Waste Management will need to meet the county’s contractual obligations to deliver 1850 tons of solid waste to the Winneshiek County Landfill each year over the next five years. The remaining solid waste will be taken to Waste Management owned landfills.

Fillmore County is expected to provide all the labor necessary to run the center and load materials to be transferred. It is not yet clear if the Resource Recovery Center will need to downsize its work staff because of the agreement.

Bridge Replacement

In other business, the county board passed a resolution to forward the county’s list of deficient bridges on to the state. Totaling more than $11 million, the list includes county and township bridges scheduled for replacement over the next five years. Before passing the resolution, the board made some minor adjustments to the list, adding an additional county road bridge in Norway Township to the schedule.

Commissioner Duane Bakke asked Highway Engineer Steve Voigt about cost estimates on the schedule, noting that they were about $10,000 less per project than the amounts used on the recent Five Year Plan.

Voigt said that the Five Year Plan costs were adjusted for inflation, and were probably more accurate. But he added that the state doesn’t use the cost estimates anyway, preferring to use actual bid prices instead. Voigt said that he would change the estimates if that’s what the board wanted.

Commissioner Randall Dahl asked how a bridge in Norway Township could get added to the list. Dahl said it was a county road and that the bridge is too narrow to allow for heavy equip .....
