County asked to pay its share of library costs

It was library budget day at the County Board meeting last week as librarians from the county’s seven public libraries came before the commissioners to make their annual funding request.

The executive director of SELCO (Southeastern Libraries Cooperating), Ann Hutton, presented the actual 2002 library funding request to the commissioners as a Library Use Bill in the amount of $162,500.

Ms. Hutton introduced Rushford librarian, Susan Hart, who educated the commissioners on the SELCO system through the use of a flip-chart presentation that included quantitative facts and quality humor.

Ms. Hart’s presentation included statistics for the year 2000 that showed the county’s share of library usage was 37%, but their contribution to library expenses was only 27% of the total.

Fillmore County has committed in an agreement with SELCO to fund the county’s share of the real costs of operating seven libraries and one bookmobile within the county. But that contract also puts a cap of 25% on any increase the county would pay in one year.

Using the cost and circulation numbers from the year 2000, the cost to provide the services to Fillmore County residents was $174,222. That year, the county contributed $125,000. In 2001, the county contributed $130,000.

As the numbers for 2000 are the most recent available, they are used to determine the real costs to provide library services for the year 2002. If the county were to contribute its actual real costs then the budget increase would be greater than 25%.

Thus, the 2001 contribution of $130,000 plus a maximum allowable increase of 25% would set the county’s share at $162,500. This represents about 93% of the projected 2002 costs to provide library services to the county’s residents.

According to the figures presented by Hutton and Hart, usage of the seven city libraries (Chatfield, Harmony, Spring Valley, Lanesboro, Mabel, Preston and Rushford) by county residents has increased by 27% since 1995.

Since 1995, the county’s contribution to cover the costs has increased by 68% from $77,000 to $130,000. However, the county’s contribution has always lagged behind the actual costs and despite a 10% increase in the county’s funding in 1998 and a 20% increase in 1999, the last two years have brought increases in county funding of only 4.1% and 4.0% respectively.
