Board deals with highway issues

We dont want any accidents, Commissioner Harry Root told his fellow county board members, referring to vehicles speeding through unincorporated towns. No one obeys the stop sign in Cherry Grove. Trucks downshift and keep on going through. According to the other commissioners, towns like Choice, Newburg, Lenora, Highland, Fillmore, and Greenleafton have similar problems: speeding vehicles and no legal jurisdiction to solve the problem.

Root went on to say that because of the housing market, many of these small towns are growing and have increasing numbers of children.

It concerns me that we cant be doing something as the county board to deal with this, Root said.

Assistant County Engineer Tom Miles and Traffic Technician Ross Brand met with the county board to look at possible solutions.

Miles and Brand told the board that before the speed limit can be lowered, a speed study would need to be done. And as for putting up signs, Miles said that they are not always effective.

Watch for Children signs are not very effective, Miles said. After a while they are like deer signs, people get used to them and they dont really slow down.

Miles went on to say that a speed limit advisory can be placed on a sign, like a Playground sign for example. But according to Miles, speed limit advisories are not enforceable.

This prompted Commissioner Duane Bakke to say that if drivers are not going to stop for a stop sign, they are not going to slow down for a speed advisory.

Commissioner Marc Presby agreed. You can change all the signs you want, but if they are not going to be enforced, then whats the use.

Commissioner Randal Dahl believed that the county should go ahead and do the studies, put up the speed limits and let the Sheriffs Department enforce the law. Another alternative, Dahl suggested, would be to re-direct law enforcement resources for one month to correct the problem.

The matter was eventually referred to the Jail Committee to look for a solution. In the meantime, Root said that he had talked to the Sheriffs Department and was told that the department would operate regular schedules through these towns.

Rumple Strips

In other highway related matters, the board discussed the feasibility of putting rumple strips on CSAH #44 junctions with highways 63 and 52. It was noted that a fatal accident had occurred last year .....
