Preston Ambulance Service Letter to the Editor,

Thank you Greg Davids for supporting the rural ambulance services and the following accomplishments:

•Co-author and one of the key advocates for the legislation that created the Emergency Medical Services Regulatory Board in Minnesota. It represents one of a handful of truly independent regulatory boards for EMS in the United States.

•Chief author of the law that allows for voluntary registration of 1st Responder/Rescue Squads. This permissive measure will allow compliant providers to be eligible for federal and state grants for Anti-Terrorism programs. It also establishes a standard to determine eligibility for dependent death benefits and other supportive programs.

•Co-author of the law that established the volunteer ambulance "Pension" plan.

•Helped retain full funding for Regional EMS Programs to assure continuing funding for equipment purchasing and training reimbursement to rural, volunteer ambulance services.

•He served as a key legislative advocate for: Increased Medical Assistance reimbursement to ambulance providers; including ambulance services under the Revenue Recapture Act (to help facilitate payment for ambulance care); passage of the law that allows staffing waivers for rural, volunteer ambulances which are facing personnel shortages or other staffing hardships; and, the law that prohibits discrimination against EMS personnel eligibility for health and life insurance.

•Representative Davids also fought for the ambulance industry in two administrative battles.

The first effort dealt with efforts by large insurance companies to unilaterally and arbitrarily establish a fee schedule that significantly reduced reimbursement for patients injured in automobile accidents. He worked tirelessly on behalf of ambulance providers to invalidate the unfair policy. His successful advocacy resulted in saving ambulance providers hundreds of thousands of dollars a year.

Second, he assisted our efforts to administratively reduce Worker's Compensation rates. This resulted in a reduction of Work Comp rates of between 20% and 35% for ambulance services.
