On October 21 we attended a city council meeting in Preston to listen to Bob Maust propose the building of a tire disposal plant, Heartland Energy and Recycling. Over 150 concerned citizens attended the meeting. It was quite obvious that the people who attended the meeting were very concerned regarding the proposed construction of the energy plant. It was extremely surprising and disappointing that the Preston City Council members were not receptive of its citizen's concerns. The lack of accountability and responsibility demonstrated by Mr. Maust and the council members raises the question of whom the council represents.

Both Mr. Maust and the council said there is benefit for the city to approve this project. However, they were unwilling to address the issues of health, environmental and economic risks, not only to Preston but to the entire surrounding area. As a matter of fact, when a concerned citizen from Lanesboro addressed the council, Mayor Clarence Quanrud raised his arms above his head as to dismiss a pesty fly and yelled, "You're not even from Preston."

The majority of the people in attendance were from Preston. Repeatedly, the citizens requested the council to ask for an Environmental Impact Study (EIS) to be done. This study does not cost the city of Preston any money. Repeatedly, the council refused. The facts are that a 210 foot smoke stack that emits thousands of tons of pollutants into the environment has the potential to be detrimental to the entire area. The long-term negative impact on the economic and health of the citizens in this area will be felt for generations. Fillmore County is unique in its beauty and its ability to attract thousands of visitors annually. Let's think before we allow smoke stacks to loom over our horizon.

Let your city council members know how you feel. Let them know they represent you and not Heartland Energy and Recycling.
