Editors Note: Fourth District Commissioner Duane Bakke, a farmer from rural Lanesboro, is the 2002 chairman of the Fillmore County Board. Journal Editor, John Torgrimson, talked with Bakke about the issues facing county government in the next year. The following is a summary of their interview.

Journal: What are some of the issues that the county will deal with in the next year?

Bakke: As I have stated before the remodeling of the courthouse will be an issue as well as the question of how to pay for it. We will need to also look at other county facilities, such as the Highway Shops - whether we should merge the Lenora and Harmony Shops and whether we should move the highway maintenance section in Preston getting the trucks out of the traffic and away from social services. I think these are issues we will have to deal with this year.

Journal: How do you pay for it?

Bakke: Were looking at selling the County Farm. We arent sure how much money this will generate. We do have some money in reserve and we may have to go out and bond for the difference. But what we are looking at is a long-range plan that will be good for the county in many years to come. Taking into account the courthouse and the shops

Journal: How about the courtroom itself, would that be part of a plan now or something for in the future?

Bakke: Thats part of the whole courthouse plan. There are some things that all commissioners agree on that we want done, but the plan we have seen is more elaborate. Otherwise the commissioners are fairly united in that we need to deal with these facilities issues.

Journal: So, your focus on the facilities goes back to the last few years where you have had citizens committees advising the county on facilities in general.

Bakke: Yes. The biggest issue is for us to do something. And by doing something and getting things done, instead of waiting and doing things as we go it is still going to cost people taxes. But if you have a pre-determined plan and bond at four or five percent for 20 years, I think that is being fiscally responsible.

Journal: The state, in particular Governor Ventura, is looking at cutting governmental aid away from local units of government (school districts, cities, counties) as a way to balancing the budget deficit. Is the counties plan to wait and see what t .....
