Board implements waste changes

The proverbial "winds of change" began to blow last week as the County Board moved to implement its new plan for the Resource Recovery Center in Preston.

Solid Waste Administrator Jon Martin presented a list of items for approval that included setting the tipping fees that will apply under the new operation, scheduling a public hearing on the amendment of the solid waste ordinance, and approving a draft "pink slip" for those personally affected by the changes.

On tipping fees, or the price one pays to dump their landfill material into the hole, the rate for both haulers and private customers will be $57.00 per ton. This rate will be subject to a 2% annual increase that is tied to the new contract rate the County has negotiated with Waste Management, Inc. (WMI).

The minimum charge to private customers will be $2.00 including tax, and will carry a maximum limit of 60 pounds. Martin noted that the minimum rate had been $7.00 plus tax.

The Board also approved a draft lay-off letter for employees at the Resource Recovery Center. The change in operation will eliminate 3.6 positions effective June 18th. Employees receiving the letters are also offered the opportunity to apply for the Transfer Station Attendant position that will be continued under the new program.

Martin also presented the commissioners with a draft of a one-page recycling guide that shows how the public will have to sort wastes under the plan with WMI.

For the average resident, the new waste management plan will be a more simple system. Under the program that becomes effective on May 1, all household waste will be separated into two categories: landfill and recyclables. Recyclables must be separated once again into two categories: paper and plastics/glass.

The Fillmore County Solid Waste Ordinance will have to be amended to reflect the new changes in solid waste management. The Board set May 15 during its regular Tuesday morning meeting as the time for the public hearing on the changes.

Highway Business

The County Engineer, Steve Voigt, confirmed to the Board that because the City of Preston has applied for federal assistance on County Road 17 construction, the county would have to delay the project for one year.
