Land use issues dominate County Board meeting

Last Tuesday, while tragic events were shaping the future of the world, the County Commissioners were meeting to discuss fishing easements, zoning changes for agriculture land, and fairground bleachers.

It hardly seems fair to say that people’s minds were on their work that morning, especially as bits of information trickled in about what was happening on the East Coast. But amidst all the mystery of the harrowing events taking place in the so-called "real world," the commissioners plodded through the week’s work.

The two biggest issues of the board’s day were a meeting with the Steve Klotz of the Department of Natural Resource (DNR), and a meeting with the Fillmore County Planning Commission about changes in zoning in the agricultural district.

Steve Klotz presented the DNR’s proposal for fishing easements along the banks of the South Branch of the Root River on what is commonly called, the County Farm.

Mr. Klotz presented the commissioners with a topographic map of the property that showed the DNR would like to have easements along the river that are just over two miles in length, and vary in width from 132 feet to 264 feet. According to Klotz, the accumulated square footage of the easements would total about 42 acres.

The DNR’s fishing easement acquisition program pays the landowner an appraised value for the land in the easement, but the DNR does not take ownership of the land. The county could still sell the land, but the easement would remain with the land in perpetuity.

There are also some restrictions on the use of the land that accompany the easement. Mr. Klotz stated that the DNR does prefer that tillable land purchased for easements be retired from production. He also noted that the DNR would not prohibit recreation uses and may even help a landowner achieve recreation and conservation-related goals on the land.

Commissioner Harry Root offered that his family had sold a fishing easement to the DNR and were pleased with the way the DNR has managed the easement, noting that the natural resource agency had stabilized the eroding river banks with rip-rap.

But, according to Klotz, the DNR acquisition program is bogged down right now and the process of purchasing the fishing easement from the county could take up to a year. The commissioners have discussed an earlier sale date, hoping to close on the property before the spring planting season. The boa .....
