Lanesboro City Council Report

Council gives go ahead for Lanesboro Center for the ArtsBy John P. LevellMarch 4, 2002 The most recent meeting of Lanesboros City Council began before a packed house. While due no doubt to the importance of items on the evenings agenda, the large crowd did add an element of electricity to the air that is far too often lacking at these proceedings.

That the meeting would indeed be different from those held in recent weeks was likewise evident from the very onset, with Council member Peggy Hanson spending considerable time attempting to "correct" comments attributed to her in the minutes of the councils previous meeting. For the record, it must again be clearly pointed out that these much publicized statements regarding the

"aggressiveness" of DUI enforcement in Lanesboro were in fact not Hansons personal opinion but were instead merely forwarded by her in response to a number of citizens comments.

With this and other minor matters finally disposed of, the council moved on to the much-anticipated decision on whether the City would participate in the proposed Regional Arts Center (RAC). Just prior to doing so, Council member Hal Cropp with "much soul searching and discussion" on the issue of conflict of interest first surrendered both his voting privileges and seat.

In joining the assembled crowd, Cropp noted that this was the right thing to do. "If the Arts Center needs my vote to pass," he said, "means it was probably not a good idea to begin with." Commenting further Cropp stated that personal integrity had also factored into his decision. "My vote is not for sale at any price," Cropp said, "not for 10 dollars and certainly not for a million."

With this formality out of the way, discussion turned directly to the issue at hand. In the absence of anyone else venturing to do so, Mayor Brose moved to approve City participation in the Regional Arts Center (RAC) plan. Council member Kevin Drake, "for the sake of discussion," seconded this motion. But it was new council member Jerome Halvorsons statement, "Im uncomfortable with this," that set the tone of the ensuing debate.

Halvorson was specifically concerned with the proposed composition of the new Centers board of directors, which according to the public report would consist of three City appointed members and with Cornucopia and the Commonweal Theatre appointing two members apiece. That this was unacceptab .....
